The flowers are placed in a type of water-absorbent foam ("Oasis") which keeps them alive. When dry, the green foam tends to crumble into fine powder and presents a health hazard when inhaled or ingested.

Dry flowers are different, because they do not need to be kept alive. In this case, normal foam is used. Much experience is needed if dry flowers are to be used in an arrangement. They are not as durable as fresh flowers since they can easily break or crumble.
